In English/western eyes they are most empowered by the fictional setting of a steampunk universe which allows them free reign to develop the tropes of Victorian era naval domination and territorial expansion. Literary artists like Jules Verne, HP Lovecraft, and HG Wells among many have come to basically define the basic functional pattern of the genre.
I think in eastern eyes the same occurs during either the Tang or the Ming dynasty when tons of resources were pooled and paved way for Sinocentric expansionism.
