I think deep down he is being racist.  He's basically saying that this particular physique is responsible for the extremely fast swim speeds, long endurance, and even the brain and mentality responsible for the dedication to the preparation for creating world records.  Look at the SEA behind him feels his racism and Phelps isn't even shouting directly at him.
