I notice that I don't do it but I can understand people that do. It happens when someone is talking about some pet project going on and sometimes during their speech they pause and smack their lips. Or there is this sound which conveys that the person is salivating a bit. It's like symbolically they are talking about something delicious so extra saliva is being excreted.

This also happens when someone shares with you something like a vintage car. They might say something like "This limited (smack lips) edition..."

Oh no I don't do that at least not that I'm aware of. But sometimes I repeat the phrase as a question but emphasise one word with a pause to make the conversation more flirty. So for instance:
Person A: "I like him, he's a funny character" Me: "You like him? Or do you...like...him"
Person A: "I had steamed mackerel the other day" Me: "You had steamed mackerel? Or you had...steamed...mackerel"
Person A: "I am going to hug my dog I can't wait to see him" Me: You're going to hug your dog? Or you're going to...hug...your dog"
