Modern culture is 100% western culture. For instance, what does it mean when we refer to modern music? Western music or at least western influenced music. All modern music genres, from rock to jazz to R&B to hip hop , all originated from American culture. In business, the western business suite is the norm. This is true whether you're in Beijing or Cape Town South Africa. Modern trends emanate from the western world. Kpop is a product of western culture repackaged for Asian market.
In China and some overseas Chinese communities the hanfu movement has taken hold as a way to reject and push back on westernized culture. They have to go back further than the qipao, because the qipao itself is a product of western influence. They have to reach back further in time when western influence was nonexistent.
Because western cultural dominance is so overwhelming Europeans do not feel compelled to reach back in history. They don't need to. They are living history in this moment as it is being created. They own the present as much as they own the world.

I think it's a bit off to say that is the reason why there is no Elizabethan movement. I think you have to modify your explanation to account for things like Renaissance Fair or why Lord of the Rings is considered to be very popular fiction.

Isn't it more like those kinds of fascinations, which play on the mind's imagination, about an era that could have continued gloriously onward - if only there was no competition in the world, are nothing other than a symbolic representation of people's hopes to relive through such grandeur.
Chinese do adore the qipao. Notice all the historical dramas based on the Qing dynasty period. The Hanfu revival movement wouldn't necessarily be to push the west back, but to peel back the layers of the Chinese history it came out of. Without trying to discredit Western people's modern domination of the world, they to dress up in their own ancestral clothes, or play games which utilize characters such as bards and knights.

I think that perhaps your context applies more to White Americans (and possibly Canadians and Australians). Because these people don't actually have clothing that is a part of their ethnic heritage because they just identify as "White American" rather than an actual ethnicity.
Whites in Europe do have separate national ethnic costumes that they wear for special events. The lederhosen and dirndl. The kilt. The toga. The kroj. And such forth. These items of clothing they deem their heritage, not t shirts and trainers, which are more products or globalised modernisation.
Because if they really deemed a pair of Converse shoes as their traditional heritage then they wouldn't bother wearing a wimple to a traditional event.
But yes I get your point, I've had conversations with Whites who alluded to claim Nike and iPhones as their ancestral ancient culture in response to them being criticised about appropriating Chinese culture. They didn't really see how dumb they were until I worded it like such.

The hanfu movement doesn't really have anything to do with rejecting/opposing western culture lol. Most Chinese recognize both hanfu and qipao as part of their heritage. Of course there's no denying that when looking at the hanfu, there are those that feel nostalgic and miss the days gone by, it's a human reaction after all. However, many others are quite realistic. Many admit that wearing and dragging a hanfu around is inconvenient and the general consensus is that it should be worn on special occasions and ceremonies, much like the kimono and hanbok.
Whenever they wear a hanfu, they're effectively experiencing and preserving a part of their culture. Most Chinese believe, whether subconsciously or not that it's important to both honor the past and embrace the present while living in the present. Their line of thought is best described using famous Danish philosopher Soren Kierkegaard's quote: "Life can only be understood backwards; but it must be lived forwards.”
