1) Crank up the inequality, not lessen. In the sense that the bottom portion of the classes will be lifted up by the sheer overpowering progress of those at the very top.
2) Sinitic regalia needed to increase, not destroyed. Jade trade, gold trade, silver trade. Increase areas of splendor and leisure and let Chinese witness the fruits of their societal harmony. China was a saving society. Save items that increase in value.
3) Don't deny the success of the original areas of Chinese civilization. The more China knows more about its history and archaeology the greater the investment towards those areas which originally had been complete success stories. Working backwards, Nanjing of Ming, Dadu(Beijing) of Yuan, Hangzhou of Song, Xi'an of Tang, Luoyang of Han and Zhou, Anyang of Shang, Liangzhu of China's original civilization. Tally: Nanjing of Ming, Hangzhou of Song, Liangzhu of China's original civilization and you have the answer to where you put the most investment.
